This course provides a practical, system-based approach to Monitoring, Evaluation, Accountability, and Learning (MEAL) in humanitarian and development projects. It introduces MEAL as a core management system embedded across the entire project lifecycle, from planning (MEAL plans and risk management) to implementation (monitoring and accountability), adaptive management (learning and reprogramming), reporting, and project closure. The course focuses on real tools, templates, and workflows used in the field, enabling participants to design MEAL systems, track indicators, manage accountability mechanisms, produce high-quality reports, and support evidence-based decision-making. By the end, participants will be able to operationalize MEAL systems effectively in real projects.

By the end of this course, participants will be able to:
Design a complete MEAL system integrated within project planning and implementation
Develop MEAL plans including indicators, targets, and Means of Verification (MoVs)
Implement monitoring systems for activities, indicators, risks, and expenditures
Plan and manage evaluations (baseline, mid-term, final, and post-distribution)
Establish accountability systems, including complaint and feedback mechanisms
Apply learning and adaptive management to improve project performance
Produce professional MEAL and donor reports
Ensure MEAL compliance during project closure and external reviews
This module introduces MEAL as a core management system in humanitarian and development projects. Participants will understand its purpose, key components, and how it supports effective planning, implementation, accountability, and decision-making across the project lifecycle.
This module focuses on building a strong MEAL system during project design, including developing indicators, targets, and verification methods. It highlights how MEAL aligns with planning tools such as workplans, risk management, and budgeting.
This module develops practical skills in tracking project performance in real time. Participants will learn how to monitor activities, indicators, risks, and expenditures using structured tools to ensure effective implementation and timely corrective actions.
This module explains how to design and manage project evaluations and use findings to improve performance. It introduces adaptive management approaches that enable projects to respond effectively to changing contexts and emerging needs.
This module focuses on establishing accountability mechanisms and learning processes. Participants will learn how to manage feedback and complaints, ensure safeguarding, and capture lessons learned to strengthen transparency and continuous improvement.
This module builds skills in professional reporting and project closure. Participants will learn how to produce high-quality reports, document results, and ensure compliance with donor requirements and audit processes.
